A western university city with Khan’s Garden, a puppet theatre and a historic centre. A different urban rhythm, neither a Baku suburb nor a seaside destination.

Everyday life: national rules

Healthcare outside Baku

Ambulance: 103. FCDO describes medical facilities outside Baku as very limited; even in the capital a serious illness or injury may require evacuation to Turkey or Western Europe. Medical-evacuation cover and access to the required specialist are particularly important when living outside the capital.

A child’s residence permit

A parent or legal representative applies for temporary residence for a child under 18. To establish the family relationship, the migration service lists the child’s birth-certificate copy and the parent’s passport copy. Foreign certificates have translation and certification rules, with treaty exceptions for CIS countries and Türkiye when originals are presented. School enrolment is separate.

Licence exchange after residence approval

ASAN lists temporary or permanent residence approval as a ground for exchanging foreign licences covered by Azerbaijan’s international treaties. Provide identity documentation, the licence and fee-payment evidence; a medical certificate is required from age 60 and for specified conditions. Exchange is without an examination and preserves existing categories; it does not add a motorcycle category.

Housing: questions before signing

There is a cool season here; heating provision varies by home.

  • How is the bedroom heated, and can you control the temperature overnight?
  • What did electricity and heating cost in winter? Request actual bills.
  • Are there drafts, wet walls or a musty smell? Request video of corners and cupboards.
  • When was the boiler or heat pump last serviced, if installed?

Housing and setup costs

Your landlord’s role in registration

Registration is free and required for stays over 15 days; for Kazakhstani citizens, over 30 days.

  • Residence applications need accommodation evidence; rented housing also requires the provider’s statement and identity-document copy. Confirm that the owner will supply these before paying.
  • Register at a new address within five working days of moving. A lease alone does not replace registration.
