- The Economy Ministry’s guidance includes foreign tax residents without a residence permit or kairylman status as taxpayers on Kyrgyz-source income. A local tax agent withholds 10% on the resident’s service remuneration described in that guidance.
- A foreign client alone does not establish foreign-source income: check where the work is performed and the applicable tax treaty.
